This is a rare leet term. Its origin is the NationStates Online Game, a game based on Max Barry's novel Jennifer Government, in which the player controls a nation and its internal policy, being then evaluated in terms of economic and politic freedoms and civil rights. NationStates practices free-form role-play in handling diplomatic and military matters; players role-play these events in the forums. Most experienced players believe that nations should not have developed their own nuclear weapons until they have a population of about 150 million, meaning that they have been playing for one month. However, new ("n00b") nations frequently act as if they have many nuclear weapons and threaten to use them on various older nations. These weapons are frequently parodied by veteran players as "n00ks."
